Kremlin Defense Legal Adjustments
National guard personnel will now have to protect fuel facilities against aerial attacks after Vladimir Putin approved legislation on the start of the week expanding their participation in the war effort. The Russian ruler also approved legislation allowing military conscription throughout the year whereas before it happened only during specific times in cooler seasons. Moscow legally bars conscripts from being deployed to combat, but after their military service they enter Russia's reserves, placing them in danger of being deployed to conflict.
Substantial defense expenditures have also started to pressure the national finances, with authorities hiking rates to address growing shortfalls.
Zelenskyy's Calls for International Support
Zelenskyy appealed to Washington to stay receptive to providing Ukraine with far-reaching military equipment. Appealing to European leaders from the conflict zone, the national leader also called for more global measures on Russia – including on the energy and atomic industries – and said he sought accession to the union by the end of the 2020s.

The Russian embassy in Rome later offered regrets for the death of a foreign national in the accident but seized the moment to object that the negative feedback to the comments was prejudiced toward the federation.
